Application for Empanelment as Auditors

Applications are invited from Chartered Accountants in fulltime practice for forming a Panel of Auditors in the Directorate of Madrasah Education,West Bengal,for the purpose of conducting audit of accounts of all Non-govt.Aided or Sponsored High Madrasahs,Jr. High Madrasahs and Senior Madrasahs receiving Grants-in-Aid from the Directorate of Madrasah Education Govt. of West Bengal. The submission for an application for empanelment does not carry any assurance for empanelment. The application of a Chartered Accountant will not be considered for empanelment as an individual practitioner or as a sole proprietorship firm if the applicant is a member of any partnership firm of Chartered Accountant. The following particulars are to be furnished clearly and any information willfully suppressed or incorrectly and evasively submitted will be rejected summarily.DME reserves the right/exclude the empanelment of any Firm without notice. Details may be available in the notice/ website www.wbmadrasahdte.gov.in. & www.banglermukh.gov.in.

Annexure-II

                  Guidelines, terms & conditions for application

 [In response to DME, WB’s No.949 (A)-ME/AR/1/ME/09 dt.01.08.2011]

1.       Status of the applicant [whether individual/sole proprietorship firm/ partnership firm]

2.       Name of the applicant.

3.       Membership No.of the ICAI[to be given in respect of all the partners in case the applicant is a partnership firm.

4.       Registration No. with year of registration[applicable for partnership firm]

5.       Full address and phone number(s).

6.       Actual date from which the applicant is in full-time practice.

7.       Page no. & serial no. at which the name of the applicant appears in the latest list of members published by the ICAI.

8.       Whether the applicant is the owner of any other firm of chartered accountants, if so, the name and particulars to be mentioned.

9.       Whether the applicant / any partner of the applicant partnership firm holds any fulltime /part-time appointment in any other audit firm school/ college /university/office or elsewhere and if so, the nature of appointment [fulltime or part-time]salary drawn, scale of pay, if any. Whether govt.DA,college DA drawn etc.and the nature and address of the employer has to be stated.

10.   No of paid assistants, if any.

11.   No. of articled clerk / audit clerk, if any

12.   If the applicant is engaged professionally in a partnership firm of chartered accountants, the name of all such partners with their address should be furnished. If these partners work in any other office or audit firm or are partners in any other firm, the details of such should be clearly stated.

13.   If the applicant himself works in partnership with other firms the name and address of those firms should be furnished.

14.   Whether at any time there has been any occasion for suspension of license either by a Court of Law or by the Institute of Chartered Accountants of India, if any. The details of such should be clearly stated.

15.   Signature mentioning membership no. with date and official seal.

Application with the above particulars in a sealed envelop marked ‘application-Panel of Auditors’-Attention to Director should reach the Directorate of Madrasah Education,[Room No.09] Bikash Bhawan 2^nd Floor South Block, Salt Lake,Kolkata-700091 by special messenger from 16^th to 28^th September,2011 during working days[12 noon to 4 p.m.].Submission of application in any mode other than through special messenger will not be accepted. Any change in the constitution of partnership or proprietorship or change of address shall have to be immediately brought to the notice of the Directorate failing which the enlistment may be liable for cancellation. Canvassing of any description will be regarded as disqualification. It should be understood clearly that the panel to be approved by this Directorate is strictly confidential and mere inclusion of name in the panel will not impose any obligation on the part of the Directorate to assign any audit work. Complaints received from the institution for delay in  getting the accounts audited or for non submission of audit report within specified time  or infringement of any terms and conditions of assignment may make  the auditor liable to be removed from the panel. Belated application and those not made in response to this invitation or those lacking in details will not be considered.
