There are three aspects to the type of payment being mentioned by you - 1) RBI(FEMA) 2) Income Tax, 3) GST.
Specifically answering the query on Income Tax, you would have to provide details as to what kind of payments are being made. It is upon the type of payments, the tax liability is determined, based on which the obligation to deduct tax would arise.
If the payments are taxable, Tax would have to be deducted at source. There is no specific exemption provided under section 195 of the Income Tax Act for NGOs.
Kindly provide the nature of payments.
Further, please be sure on the other two aspects as well viz. FEMA and GST. Requesting you to kindly provide complete facts. The aspect of GST is also very important because in case of import of services(as can be sensed in your case) GST registration would become mandatory for your NGO (considering the applicability of RCM).
