Delhi Launches Structured GST Training Initiative for Tax Officials
The Trade and Taxes Department of the Government of Delhi has commenced a two-week training programme aimed at enhancing the professional and technical capabilities of GST officers and departmental staff. The programme is being conducted from 15 June to 26 June, with three training sessions scheduled daily.
The initiative is being organized in association with the National Academy of Customs, Indirect Taxes and Narcotics (NACIN) and is designed to strengthen administrative, legal, investigative, and technological competencies within the tax administration framework.
Comprehensive Coverage of GST Law and Administration
The training curriculum includes detailed sessions on key aspects of the Goods and Services Tax regime, including:
- Fundamentals of GST and tax administration
- Tax collection mechanisms
- Supply of goods and services
- Time and place of supply provisions
- Valuation and classification of goods and services
- Input Tax Credit (ITC)
- Registration procedures
- Tax invoices, credit notes, and debit notes
- Return filing requirements
- Composition Scheme
- E-Way Bill provisions
- Tax payment processes
- Assessment, audit, and refund procedures
- Works contracts and job work provisions
- Input Service Distributor (ISD) framework
Practical Training on GSTN and Digital Systems
Participants are also receiving operational training on the GST Network (GSTN) platform. The sessions cover:
- Return filing processes
- Registration and amendment procedures
- Cancellation and restoration of registrations
- Back-office operations
- Helpdesk management
- Taxpayer grievance redressal mechanisms
The objective is to improve efficiency in handling GST-related digital processes and taxpayer services.
Investigation and Enforcement Modules Included
The programme includes specialized modules on intelligence and enforcement functions, covering:
- Intelligence gathering techniques
- Investigation procedures
- Recording statements and interrogation methods
- Examination of witnesses
- Inspection and search operations
- Arrest and detention procedures
- Seizure and release of goods and vehicles
- Disposal of offences
- Use of digital investigation tools
These sessions are intended to strengthen enforcement capabilities and improve compliance monitoring.
Focus on New Criminal Law Framework and Litigation Procedures
Training participants are also being familiarized with provisions of the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA).
Additional sessions cover:
- Preparation of panchnamas
- Demand and recovery proceedings
- Drafting of show cause notices
- Appeals and revision mechanisms
- Advance rulings
- Case adjudication and disposal
- Procedures relating to matters before High Courts and the Supreme Court
Capacity Building and Administrative Modernization
The training programme has been designed to help officers remain updated on evolving legal provisions, judicial developments, technological systems, and departmental practices. Through classroom sessions, case studies, practical exercises, and discussions, the initiative aims to strengthen the overall effectiveness of GST administration and taxpayer service delivery.
