Subject: Ease of Customs Duty Payment – Introduction of Payment Aggregator – Reg.

- This Circular should be widely publicized through Trade/Public Notices.
- Officers should assist stakeholders in adopting the new system.

Madam/Sir,
- Various initiatives have been introduced by CBIC in recent years to facilitate trade by simplifying procedures, introducing online facilities, and improving transparency, thereby reducing time and cost during import and export.
- One such initiative is the Electronic Cash Ledger (ECL) introduced in April 2023 for seamless integration with banks and enabling deposits for subsequent duty payments. This facility was extended to courier shipments in March 2024. Additional features are continuously being added, including onboarding of more banks for internet banking.
3. Introduction of Payment Aggregator
3.1 Taking this initiative forward, the ICEGATE e-Payment platform has enabled Payment Aggregator as an authorized mode for customs duty payment with the following features:
(a) Payment through Credit Card, Debit Card, and UPI introduced for the first time for customs duty payment.
(b) Internet banking via payment aggregator now allows payment through 41 banks, compared to 23 banks earlier directly integrated.
(c) This mode complements existing payment options such as Internet Banking (authorized banks) and NEFT/RTGS via RBI.
3.2 Similar to other modes, the payment aggregator allows transaction-wise payments, where the system routes payments instantly through the Electronic Cash Ledger before duty accounting.
3.3 As per Regulation (3) of the Customs (Electronic Cash Ledger) Regulations, 2022, any bank commission/charges for deposits through this mode will be borne by the person making the deposit.

4. Banks Onboarded
Currently, the following banks are onboarded as payment aggregators on ICEGATE:
- ICICI Bank
- Indian Overseas Bank (IOB)
- State Bank of India (SBI)
- HDFC Bank
More banks will be added after completion of testing.
5. Legal Changes
Necessary amendments have been made in the Customs (Electronic Cash Ledger) Regulations, 2022 via Notification No. 30/2026 dated 24th March, 2026.
