Please Help: taxablity of payment made by an advertisement agency

My client is providing advrtisement services to indian cos. For that purpose it goes to Australia for shooting of ads and take the professional and other services from foreigners for that purpose. pls tell me whether my client is required to deduct tds while making the payment to foreigners as neither the services are provided in India nor the payment is made in india. |

According to section 195 no tds will be deducted on amount paid to non resident because as per section 195 of income tax act 1961 tds is deducted only in case of non resident, when his income is chargeable in india in given case the income is not chargeable to tax in india and section 194C deals in case of resident recipient |
