Please Help: PCC conversion to IPCC

My sister is PCC student.completed articleship (3.5year) in Apr2012 and cleared Group1 in PCE May2012.as per ICAI notification PCE exams won't be held from May2013. My query: If she isn't able to clear NOV 2012 PCE exam.Is she eligible to appear in IPCC May 2013 exams?What is the procedure for that?Please guide! Thanks
