CAG to Examine Performance of Discoms and Review PM Surya Ghar Scheme
The Comptroller and Auditor General (CAG) of India has launched a comprehensive review of power distribution companies (discoms), focusing on both their operational efficiency and financial health. In addition, the national auditor will conduct a performance audit of the Pradhan Mantri Surya Ghar: Muft Bijli Yojana.
The development was announced by Guljari Lal, Additional Deputy CAG, during a national-level conference on the power sector held on Monday. The PM Surya Ghar scheme, introduced by Prime Minister Narendra Modi on February 13, 2024, seeks to support households in installing rooftop solar panels, enabling access to free electricity through solar energy generation.
Speaking at the conference, CAG K. Sanjay Murthy emphasized that the gathering was intended to foster new ideas, share best practices, and benefit from collective expertise to strengthen the power sector—one of the most critical segments of the Indian economy. He noted that the audit roadmap would be shaped in alignment with the discussions and insights emerging from the conference.
Murthy further highlighted India’s ambitious energy goals, which include increasing per capita electricity consumption from the current 1,460 kWh to 2,000 kWh by 2030 and 4,000 kWh by 2047. Achieving reliable, round-the-clock power supply in a financially sustainable and environmentally responsible manner, he said, would require coordinated efforts across policymaking, generation, transmission, and distribution.
Santosh Kumar Sarangi, Secretary, Ministry of New and Renewable Energy, underlined the significant contribution of renewable energy to India’s energy transition over the past decade.
The conference, organized by the CAG’s office, brought together senior officials from the Centre and states, including power secretaries, heads of key regulatory and advisory bodies such as CERC and CEA, and top executives from major public sector undertakings like NTPC, NHPC, SECI, PFC, Grid-India, and PGCIL. Representatives from state power utilities and Vasudha Foundation, a clean energy and climate policy think tank, were also in attendance.
