CBDT Makes DIN Mandatory for All Tax Communications from 2026
The Central Board of Direct Taxes (CBDT), through a circular dated March 31, 2026, has replaced its earlier 2019 DIN guidelines with a revised framework introducing updated instructions. Under the new Circular No. 4/2026, all communications issued by the Income Tax Department—such as notices, letters, orders, summons, or draft orders—must carry a valid Document Identification Number (DIN). Any correspondence issued without a DIN will not be considered valid.
With the introduction of these updated provisions, CBDT aims to enhance transparency and enable taxpayers to easily verify the genuineness of communications received from the department.
The circular further clarifies that every communication with taxpayers (other than those addressed to internal authorities) must include a DIN. This requirement can be fulfilled either by mentioning the DIN within the document itself, including it in email correspondence, or by attaching a separate document carrying the DIN.
Additionally, once a communication is properly referenced with a DIN, it is not necessary to include the DIN on every page of the document. However, the CBDT has excluded certain categories, such as public communications like guidelines or FAQs, from the requirement of DIN quoting.
