The Central Board of Direct Taxes (CBDT) has issued fresh guidelines outlining the categories of Income Tax Returns (ITRs) that will be selected for compulsory scrutiny during Financial Year 2025-26 (FY26). These directions are aimed at strengthening tax compliance, improving transparency, and ensuring effective monitoring of high-risk cases.
Under the newly released framework, certain taxpayers will automatically fall under mandatory scrutiny based on predefined risk parameters identified by the Income Tax Department. The guidelines cover a broad range of cases, including entities claiming tax exemptions despite facing regulatory issues related to their registrations or approvals.
One of the significant categories includes trusts, institutions, and other entities seeking tax exemptions where the relevant registration, approval, or recognition was either rejected, cancelled, or withdrawn on or before March 31, 2025. Such cases will be subjected to closer examination by tax authorities.
The CBDT has also directed compulsory scrutiny of high-value assessment cases involving substantial additions made in previous proceedings. These cases are considered important from a revenue perspective and will receive detailed verification to ensure correctness of tax reporting and compliance.
Further, taxpayers against whom the department possesses verified intelligence or credible information relating to tax evasion, undisclosed income, or suspicious financial transactions may also be selected for mandatory scrutiny. Such cases are expected to be reviewed thoroughly to detect potential tax irregularities and safeguard government revenue.
In addition to these categories, the guidelines continue to cover the standard set of cases arising from search and seizure operations, surveys, and other enforcement actions undertaken by the Income Tax Department. These proceedings generally involve detailed assessments due to the nature of information gathered during investigations.
