57th GST Council Meeting Expected in Kolkata with Focus on Next Phase of GST Policy Reforms
The 57th meeting of the Goods and Services Tax (GST) Council is expected to be held in Kolkata during the second half of July, according to sources. While the Union Ministry of Finance has not yet issued an official notification confirming the venue or meeting schedule, the session is anticipated to examine the next phase of indirect tax policy reforms under the GST framework.
If the meeting takes place in Kolkata, it would represent one of the first major gatherings of a Constitutional federal body in West Bengal following the State Assembly elections. The selection of the venue would also align with broader efforts to enhance the State's profile as a destination for investment and economic activity.
Likely Agenda for GST Policy Reforms
The forthcoming Council meeting is expected to build on the reforms introduced during the previous GST Council meeting held on September 3, 2025, which followed a gap of nearly nine months. That meeting introduced a series of measures commonly referred to as GST 2.0, including GST rate rationalisation and initiatives aimed at simplifying tax compliance.
Industry and tax professionals expect the Council to review additional policy proposals designed to improve the GST regime and address long-standing industry concerns.
Industry Suggestions Under Consideration
Among the proposals discussed by industry representatives is the issue of non-refund of Input Tax Credit (ITC) on input services under the inverted duty structure. Stakeholders have suggested that resolving this issue could reduce the cascading effect of taxes, lower manufacturing costs, strengthen competitiveness, and support India's long-term manufacturing and economic growth objectives.
Another proposal seeks a reduction in the GST rate applicable to autism care centres and related services from 18% to 5%. The recommendation aims to improve affordability and accessibility of essential care services for differently abled children while reducing the financial burden on families and service providers.
