Karnataka Moves Ahead with GST Analytics Portal Development
The Karnataka Commercial Taxes Department has entered into a collaboration with the Indian Institute of Technology (IIT) Hyderabad for the development of a comprehensive GST Analytics Portal aimed at strengthening tax compliance, enforcement efficiency, and fraud detection mechanisms.
The proposed platform is designed to leverage advanced data analytics and workflow automation to support GST administration activities, including taxpayer profiling, risk assessment, fraud identification, and case management.
Key Functionalities of the Proposed Portal
The GST Analytics Portal will introduce a centralized framework for compliance monitoring and enforcement by incorporating multiple technology-driven modules. Major functionalities planned under the project include:
- Automated identification of non-filers and high-risk taxpayers.
- Detection of suspicious transactions and potentially fraudulent Input Tax Credit (ITC) claims.
- Risk-based scrutiny and assessment selection mechanisms.
- Centralized taxpayer profiling using integrated GST data sources.
- Automated allocation of scrutiny, audit, inspection, adjudication, and enforcement cases through predefined workflows.
- Real-time compliance monitoring through dashboards, alerts, and analytical reports.
The platform will integrate information from GST registrations, return filings, e-way bills, and departmental databases to create a consolidated taxpayer intelligence system.
Analytics-Driven Enforcement Outcomes
According to information released by the state government, the use of data analytics in GST administration has significantly strengthened enforcement capabilities. Reported outcomes include:
- A fifteen-fold increase in the detection of bogus entities.
- Identification and blocking of fraudulent ITC claims amounting to approximately ₹278 crore.
- Detection of fake turnover transactions valued at around ₹4,250 crore.
- Reduction of physical inspections by nearly 25 percent.
- Improvement in revenue collection efficiency through targeted compliance actions.
Multi-Phase Implementation Plan
The project consists of 38 analytics and workflow modules that are being implemented in a phased manner.
Currently:
- Seven modules are under pilot deployment.
- Eight modules are undergoing User Acceptance Testing (UAT).
- Remaining modules are in various stages of development and integration.
The portal is expected to be formally launched following the successful completion of pilot testing and validation activities.
Integrated GST Administration Framework
The proposed system aims to bring together compliance analytics, enforcement actions, audit functions, adjudication processes, appeals management, and recovery proceedings within a unified digital platform. Automated workflows and supervisory dashboards are expected to support faster decision-making, improve transparency, and reduce manual intervention across tax administration processes.
