Dear Vishal,
Please give a call at toll free number (i.e. 1800 425 2229) or at CPC Banglore at 080-22546500 or else you can login at www.incometaxindiaefiling.gov.in with your user name and password and register your grievance regarding non-delivery of refund cheque.

Dear Vishal, it has been correctly answered by Ashish Ji already but i want to add something more in that which is you can also contact in your concerned ward because practically they hold many cheques of refunds and release them against something..........
