TDS of Rs 500 had been deducted on my commission income recd from a company in fy 2011-12. can i file today my ITR to get refund of this TDS amount

belated return u/s 139(4)can be filed within 2 years from the last day of previous year.
so can file your return and get refund back your Rs.500

Yes, u can file ITR within 1 year from the last day of the assessment year (i.e. 2012-13).
