As per U. S.Nayak v CWT if the title of property is under dispute the purchaser of the property is liable to pay the wealth tax

the person who has the possession over the property will be liable pay the wealth tax till than matter gets resolved.

Yes, disputed house property is also liable for wealth tax, title being in dispute does not mean that the house property would no longer be lible to wealth tax, and libility to wealth tax would be as explained above by Mr. vikas and shekhar.
