As per the training guide transfer of articled assistant is possible under the ground of non-payment of stipend. But still u hane to get prior permission of ICAI, and then get an NOC fron the principal. Then you can apply for transfer.

As per rule of ICAI if you are not getting Stipend for more then 6 months the you apply for transfer
