whether form f is required to be submitted only against central sales of up purchase of it is required to be submitted against central sales of central purchases

In both the cases, form f is required.

Dear Sanjay,
Please note that as per section 6A of the CST Act, 1956 Form F is required when goods move to another state other than by reason of sale.
Hope the above suffice.
